UAE E-Invoicing:
Client Onboarding & Implementation Journey
B4B Consultancy | E-Invoicing Implementation and Compliance Support Partner
1. What is UAE E-Invoicing?
The Electronic Invoicing System is established by Ministerial Decision No. 243 of 2025 (scope) and Ministerial Decision No. 244 of 2025 (implementation), issued by the UAE Ministry of Finance.
- It applies to B2B and B2G transactions, with limited exclusions (certain financial services and airline services). B2C is excluded until further notice.
- Invoices are issued and exchanged through an Accredited Service Provider on the Peppol-based network.
- The service provider validates invoices and reports them to the Ministry of Finance and the Federal Tax Authority.
2. Why Prepare Now?
| Category | Appoint Service Provider by | Implement by |
| Revenue AED 50 million or more | 30 October 2026 | 1 January 2027 |
| Revenue below AED 50 million | 31 March 2027 | 1 July 2027 |
Recent changes (effective 1 October 2026)
- Ministerial Decision No. 197 of 2026: transactions between members of the same Tax Group are temporarily excluded for 24 months from 1 January 2027.
- Records must be retained for the period under the Tax Procedures Law and made available to the FTA on request. The requirement to store them within the UAE is removed.
- Ministerial Decision No. 168 of 2026: service providers now require direct accreditation by the Ministry of Finance.
